The congress is the senior most structure of the Party. Congress convenes every 5 years. Nevertheless, in per with the regulations outlined in this constitution an extraordinary congress may be convened if required.

Responsibilities of Congress:

a) Formulation of Party policy
b) Amending the constitution
c) As per regulations outlined in the constitution, dissolving the Party
d) Election of the Party’s Deputy Chairperson (Administrative) and Deputy Chairperson (Finance)

Congress Participants:

a) National council
b) Financial and Membership & Campaign Committees
c) Women’s Wing’s Executive Committee
d) Youth wing’s Executive Committee
e) Provincial area Presidents
f) Constituency Presidents and Vice Presidents
g) Presidents of all Party branches
h) If the President of a Party branch cannot attend the Vice President may attend instead.
i) MDP’s elected local councillors
j) MDP’s Government Ministers
k) Council on Islamic Affairs
l) Appeals Tribunal
